Plain-language change summary

The amendments to Assembly Bill 791 include the addition of a requirement for a study on septage management, which aims to evaluate and recommend safer practices for applying septage to land. Originally, the bill focused solely on delaying the closure of the wastewater treatment grant program until 2023. This change matters because it addresses environmental concerns related to groundwater and surface water contamination, ensuring that any future practices involving septage are based on sound data and research. Additionally, the study will provide valuable insights that could help protect water quality in Wisconsin.
