Plain-language change summary

The amendment to Bill HB 1584 specifies that regional transportation planning organizations must offer voting membership to federally recognized tribes that have reservation or trust lands within their planning areas. This change is important because it ensures that these tribes have a say in transportation planning decisions that affect their communities, promoting greater inclusion and collaboration in the planning process. Additionally, the amendment mandates that tribes without voting membership be offered the opportunity every two years, which helps to maintain ongoing communication and representation.
