Plain-language change summary

The latest version of Assembly Bill 490 has changed by removing a provision that allowed local governments to adjust their levy limits when they either transferred responsibility for a service to another government or took on a new service. This matters because, without this provision, local governments may have less flexibility in adjusting their budgets according to service changes, which could impact funding for local services. Overall, this amendment simplifies the levy limit calculation and aims to provide clearer guidance to local governments on how to manage their finances.
