Plain-language change summary

The recent amendments to Bill SB 44 introduce a new section in Virginia's law concerning the Kinship Guardianship Assistance program. It emphasizes the need for certain adult protections against financial exploitation, particularly ensuring that adults are not coerced into giving up their resources unfairly. Additionally, it clarifies guidelines for identifying neglected children in the context of parental rights termination. These changes are important because they enhance safeguards for vulnerable populations and establish clearer standards for child welfare practices.
