Plain-language change summary

The recent amendments to SB 5623 focus mainly on collective bargaining and union dues for public employees. The bill clarifies that public employers and employee organizations cannot be held liable for collecting agency or fair share fees from public employees who worked before June 27, 2018, thus protecting past financial practices. Additionally, the process for authorizing and revoking deductions of union dues has been structured to ensure that employers follow the exclusive bargaining representative's instructions without being liable for disputes, promoting smoother labor relations. These changes are crucial as they provide legal certainty and stability regarding worker rights and union operations in the state.
