Plain-language change summary

The updated version of Bill SB 39 makes it clear that both nonresident members of reserve units in West Virginia and current members of the U.S. armed forces living in the state will qualify for in-state tuition rates at colleges and universities. It also eliminates a requirement for National Guard members to participate in a specific education services program to be eligible for these rates. These changes are important because they open up access to lower tuition costs for more military personnel and their families, helping to support those who serve their country.
