Plain-language change summary

The latest version of HB 3142 introduces a gradual reduction of the severance tax on thermal or steam coal over three years, beginning with a 0.7% cut in the first year and culminating in a total 2% reduction by the third year. Additionally, the bill eliminates the severance tax on limestone and sandstone, while also ensuring that a portion of the severance taxes collected will directly benefit coal-producing counties. These changes matter because they could provide financial relief to coal producers and potentially boost local economies reliant on coal mining.
