Plain-language change summary

The recent changes to Bill SB 554 remove the set minimum and maximum salary limits for the Executive Director of the West Virginia State Rail Authority. Now, the Secretary of the Department of Transportation has the authority to determine the salary with the authority’s approval, rather than needing to work within a specific range. This matters because it gives more flexibility in setting competitive salaries for the position, which could help attract and retain qualified leadership for the rail authority.
