Plain-language change summary

The proposed amendments to Bill SB 45 focus on strengthening penalties for crimes motivated by racial, religious, or ethnic biases. The language now makes it clear that any person convicted of these offenses will face a minimum term of six months in confinement, reinforcing the seriousness of hate crimes. This change matters because it aims to deter such offenses and ensure harsher consequences for those who commit them. Overall, the amendments promote accountability and protection against discrimination in the justice system.
