Plain-language change summary

The recent changes to Bill SB 669 clarify the process for appointing commissioners who can acknowledge signatures on property documents in West Virginia. The bill now explicitly states that both residents and non-residents can be appointed, outlining their qualifications and application requirements. Additionally, it emphasizes the Secretary of State's authority to manage appointments, including the ability to deny or revoke a commission if necessary. This matters because it helps streamline the notarization process for West Virginia property, making it easier for people both inside and outside the state to engage in real estate transactions.
