Plain-language change summary

The amendment to SB 223 replaces the phrase "rules and regulations" with the singular term "rule" in two sections of the bill. Additionally, the title of the bill has been completely changed to clarify that it relates to the authority of different agencies in West Virginia to create and modify legislative rules on various topics, such as labor and safety in mining. This matters because it streamlines the language, potentially making it clearer and more focused on the specific rules that will be established, which might improve understanding and implementation in these important areas.
