Plain-language change summary

The recent amendment to SB 18 makes it unlawful to bring weapons into the State Capitol Complex, but allows individuals with a valid concealed carry permit to keep a firearm in their locked vehicle if it’s out of sight. Additionally, the amendment emphasizes the prohibition against defacing property and blocking access in the Capitol, while ensuring that groups can gather without being considered obstructive if they allow others to pass. This change matters as it clarifies gun ownership rights for permit holders while maintaining public safety and access at government facilities.
