Plain-language change summary

The revised bill HB 2967 now outlines a gradual shift from a state excise tax on property transfers to a county-level excise tax. Starting on July 1, 2020, counties will begin retaining 10% of the excise tax collected for local purposes, increasing to 100% by July 1, 2029. This change is significant because it allows counties to have more control over tax revenue and supports local efforts to fund services and projects that benefit their communities.
