Plain-language change summary

The recent amendments to Bill HB 528 modify specific sections of Virginia's Code related to child neglect and juvenile legal definitions. Notably, the bill clarifies that a child is considered abused or neglected not only due to direct harm but also if they are left alone with individuals who have a history of offenses against minors. This change is significant because it aims to enhance the protection of children by ensuring that caregivers are held accountable for potential risks to a child's safety. Additionally, the bill simplifies the definitions related to juvenile courts, making it clearer for families and legal practitioners to understand the laws in these sensitive situations.
