Plain-language change summary

The recent amendments to Bill SB 153 clarify the use of funds from the Infrastructure Fund, specifying that projects cannot exceed 25% of total funds available, which helps ensure fair allocation among projects. Additionally, if a congressional district has less than $150,000 for grants, up to 30% of loan funds can be converted to grants, allowing for more flexibility in funding essential infrastructure projects when needed. These changes enhance the ability to respond to local needs while ensuring that assistance is directed towards legitimate project sponsors, primarily government or non-profit organizations.
