Plain-language change summary

The changes to SB 120 simplify the bill by removing a reference to the establishment of a specific advisory committee related to substance use at Virginia's higher education institutions. This means the focus is now solely on amending existing laws about alcoholic beverage control and substance abuse prevention without creating new committees. This matters because it streamlines the legislation, potentially allowing for quicker implementation of measures aimed at addressing substance abuse.
