Plain-language change summary

The recent amendments to Bill SB 5993 allow community and technical colleges in Washington to provide salary increases to academic employees that exceed the limits set by the state legislature. This change is significant because it gives colleges greater flexibility to attract and retain skilled educators, which can improve the quality of education offered to students. It also establishes a process for negotiation if state funding changes affect previously agreed salary increases, ensuring that both parties have a mechanism to address funding fluctuations collaboratively.
