The recent amendment to HB 2665 simplifies the process of annexing unincorporated islands of territory by removing the requirement for a referendum, which previously allowed voters to oppose annexations for 45 days after an ordinance was passed. This change means that once a city decides to annex an area, it can take effect immediately without waiting for a public vote. This matters because it could make it faster and easier for cities to expand their boundaries, potentially affecting local governance and services in the annexed areas.
