The recent amendment to Bill SB 821 clarifies the funding responsibilities of participating political subdivisions regarding their annual budget contributions. Specifically, it emphasizes that these contributions are governed by annual appropriations, ensuring that they do not create a debt obligation under Virginia law. This change is significant because it provides more financial flexibility for local governments, allowing them to manage their budgets without worrying about exceeding legal debt limits. Additionally, it reinforces that no subdivision can withdraw its membership, fostering stability in the funding structure.
