Plain-language change summary

The recent changes to Bill SB 232 mainly clarify and streamline the language regarding the issuance of bonds for higher education projects in Virginia. The bill now explicitly states that the bonds can be issued to fund both acquiring and improving revenue-producing projects at these institutions, making the intent clearer. This matters because it allows for a broader use of the funds, potentially enhancing the facilities and services offered by colleges and universities, which can benefit students and the local economy.
