Plain-language change summary

The amendment to SB 984 clarifies the rules regarding the operation of personal watercraft near docks and people in the water. It specifically removes certain wording about the propulsion system's position that was previously included, aiming to simplify the regulation. This change matters because it helps to maintain safety on the water by ensuring operators of personal watercraft are aware of their speed limitations in busy areas, without unnecessary technical language.
