Plain-language change summary

The updated version of Assembly Bill 299 has clarified the types of disruptive behavior that can lead to disciplinary action against students. Instead of describing disruptive behavior in broad terms, the revised version focuses on "violent or other disorderly conduct" that "materially and substantially disrupts" others' free expression. Additionally, the new version emphasizes a structured process for handling repeat offenses, including minimum suspensions and potential expulsions for students who repeatedly interfere with others' expressive rights. These changes are important as they aim to create a clear framework for maintaining free expression on campuses while ensuring that disciplinary actions are fair and transparent.
