Plain-language change summary

The recent amendment to Bill HB 5100 changes how decisions are made by the board. Previously, at least four of the five members needed to agree for an action to pass, but now all members must unanimously agree, except in cases where a member has a conflict of interest. This change is intended to ensure that all board members are fully in agreement on actions taken, potentially leading to more cohesive decision-making. Additionally, the requirement for public meeting notices and procedures remains, emphasizing transparency and accountability in the board's operations.
