Plain-language change summary

The amendments to Bill SB 5403 remove the reference to "passenger-only" ferries, allowing ferry districts to construct, purchase, and maintain a broader range of ferry services beyond just those limited to passengers. This change is significant because it enables districts to offer more versatile ferry options, potentially improving transportation links across various water bodies, and enhances operational flexibility for local communities.
