Plain-language change summary

The main changes in SB 6325 involve clarifying how fees for wastewater operator certification are established and managed. The bill now requires the Department of Ecology to conduct a thorough workload analysis and prepare a biennial budget estimate, ensuring that fees fully cover the costs of administering the certification program. Additionally, any proposed fee increases above a certain limit must be reported to the legislature to justify the changes. This matters because it increases transparency and accountability in how fees are set and ensures that operators are not overcharged for their certifications.
