Plain-language change summary

The updated bill SB 5565 clarifies the definition of "worker" specifically concerning truck owners who lease their vehicles. It now specifies that these truck owners are excluded from mandatory industrial insurance coverage when they lease their trucks to licensed motor carriers. This change is significant because it aims to provide clear guidelines for independent truck owners, potentially reducing their insurance burdens while still allowing them to operate their businesses under defined regulatory standards.
