Plain-language change summary

The amendment to SB 5342 includes a new provision that limits how counties with smaller populations can use the money they receive from discover pass infractions. Instead of retaining all funds, these counties must remit 75% of the money to the state treasury under certain conditions. This change is important because it helps ensure that local courts and state agencies are supported fairly and that counties don't keep money if they have a high rate of dismissed infractions, which can promote accountability in enforcing discover pass regulations.
