Plain-language change summary

The updated version of Bill SJM 8008 adds an emphasis on the need for all navigation channels, including the Columbia River, to be fully maintained through better use of harbor maintenance tax revenues. It highlights the importance of ensuring that Washington ports can compete effectively in the face of increasing global maritime competition, particularly following the recent widening of the Panama Canal. This change is significant because it calls for more strategic investment in local ports, which can boost economic opportunities for the region by enhancing their competitiveness on a national level.
