Plain-language change summary

The revised version of HB 4251 expands eligibility for the boards of governors overseeing higher education institutions in West Virginia by allowing employees from any institution of higher education outside the state to be appointed, rather than just those from baccalaureate institutions and universities. This change could bring in a wider range of experience and perspectives to local governance, potentially enhancing the quality and management of higher education in West Virginia. Additionally, the newest draft streamlines some language for clarity, ensuring that terms and appointments are clearly understood.
