Requires a public animal shelter to wait three days before euthanizing a dog or cat when a person has notified the shelter of his intent to adopt or take custody of the particular animal. The shelter must make reasonable efforts to accomplish the release of the animal, but is not required hold the animal if it has reason to believe that the animal has seriously injured a human or the animal meets certain other specified conditions for euthanasia. The provisions of the bill are contingent on funding in a general appropriation act.

The recent amendments to Bill SB 801 make several important changes regarding the adoption of animals from shelters. Now, shelters can only release two animals (or a family) to one person every 30 days, and anyone involved in the shelter's adoption process must verify they have no history of animal cruelty or neglect. Additionally, unless a person adopts from a nearby county or city, they must ensure that any dog or cat is sterilized at their own cost. These changes are designed to promote responsible pet ownership and enhance animal welfare by preventing potential abuse or neglect.
