Plain-language change summary

The updated version of Bill SB 313 now explicitly requires boards and licensing authorities to waive occupational licensing fees for low-income individuals, military families, and young workers. The bill defines "low-income" as those with an income below 130% of the federal poverty line and includes applicants for public assistance programs. This change is significant because it aims to increase access to professional opportunities for financially vulnerable groups, making it easier for them to enter the workforce without the burden of licensing fees.
