Plain-language change summary

The bill has been updated to specify that it will support "host localities" instead of just "host cities," expanding the definition to include the County of Warren in addition to the cities of Newport News, Norfolk, and Portsmouth. This change allows for a broader range of areas to benefit from the economic development funding, which could lead to more job creation and business growth. By reallocating resources to include more localities, the bill aims to foster regional economic improvement and support communities beyond just urban centers.
