Plain-language change summary

The recent changes to Bill SB 5301 strengthened the criteria for awarding government contracts by including not only willful violations of state wage laws but also repeat offenses within the last three years. This amendment aims to ensure that businesses that comply with labor laws aren't disadvantaged when competing for public contracts, promoting fairness in the bidding process. This change matters because it seeks to protect workers' rights and hold businesses accountable, ultimately reinforcing legal compliance as a cornerstone for public contracting.
