Plain-language change summary

The amended version of Bill SB 630 changes how net income from racetrack video lottery is allocated. Instead of directing these funds to specific licensed racetrack purse funds after certain conditions are met, the bill now specifies that they will go to the General Revenue Fund until the Governor confirms that an independent actuary has resolved the unfunded liabilities. This change is important because it shifts the immediate financial focus from racetrack funding to potentially broader state financial needs, ensuring that fiscal responsibilities are prioritized while waiting for necessary evaluations.
