Plain-language change summary

The bill SB 440 has undergone a few key changes. The name of the fund has been updated from the “Library Facilities Fund” to the “Library Facilities Improvement Fund,” which emphasizes its focus on enhancing library facilities. Additionally, some wording has been refined for clarity, but the main purpose of the fund remains the same: to support construction, maintenance, and improvement projects for libraries. These changes matter because they help to clarify the fund's intent and may improve its alignment with available resources for library projects in West Virginia.
