Plain-language change summary

The amended version of Bill SB 572 updates the title to specify it as a "Committee Substitute" and clarifies that the program's focus is on creating a competitive grant system to promote the use of local agricultural products in West Virginia public schools. This is significant because it emphasizes the state's commitment to supporting both local farmers and the health of students by ensuring access to fresh and nutritious food options. Additionally, the amended bill includes restrictions on administrative expenses for the program, ensuring that most funds are directed towards its implementation rather than overhead costs.
