Plain-language change summary

The amendments to HB 2995 clarify the process for certifying animal euthanasia technicians who come from other states. The new language emphasizes that candidates certified elsewhere can qualify if their credentials meet or exceed West Virginia's standards, ensuring a standardized evaluation. This change is important because it makes it easier for skilled professionals from other states to work in West Virginia, helping to address potential workforce shortages in animal care.
