Plain-language change summary

The revised version of Bill SB 500 allows the City of White Sulphur Springs to use both the principal and interest from a special fund for capital improvements, instead of just the interest, which was the limitation in the previous version. This change is significant because it provides the city with greater financial flexibility to invest in necessary infrastructure projects, which can support community growth and development. However, the funds can still only be used for specific purposes, ensuring that expenditures are focused on capital improvements rather than other operating costs.
