Plain-language change summary

The updated version of Bill HB 2519 includes a new requirement that law enforcement agencies must provide written notice to individuals if a firearm cannot be returned within five business days, detailing the reasons for the delay. Additionally, it specifies that a concealed pistol license may only be returned once the agency confirms the licensee's eligibility to possess firearms, and it must be returned without unnecessary delay, specifically within five days after that determination. These changes are crucial because they enhance transparency and communication between law enforcement and individuals regarding their firearms, potentially improving public safety and trust in the system.
