Plain-language change summary

The key changes in Senate Resolution 8678 involve refining the rules regarding decorum and the use of cellular phones in the Senate chamber. Previously, cellular phone use was outright prohibited; now, it is allowed as long as it is respectful and on silent mode. This amendment matters because it acknowledges modern communication practices while still prioritizing respect and order during legislative sessions, ensuring that members can stay connected without disrupting proceedings. Additionally, several other amendments streamline processes, such as modifying how senators can interact with proposed budgets and clarifying committee structures.
