Plain-language change summary

The recent amendment to HB 2318 clarifies the definition of "birth-related neurological injury" to specify that it applies only to live births and excludes conditions caused by genetic or congenital issues or maternal substance abuse. This change is significant because it ensures that the program focuses on injuries directly related to hospital care during childbirth, which can affect compensation eligibility. Additionally, the amendment confirms that this definition will apply retroactively to all children born after January 1, 1988, who experience such injuries, ensuring broader support for affected families.
