Plain-language change summary

The recent amendment to SB 1366 clarifies the definition of "common carrier" in Virginia, specifying that it excludes nonemergency medical transportation providers and transportation network companies (like rideshare services). Additionally, it reinforces that certain operational and licensing requirements apply exclusively to traditional taxi services and other common carriers. This matters because it helps delineate regulatory boundaries, ensuring that different types of transport services are subject to appropriate oversight, which can enhance safety and accountability for passengers.
