Plain-language change summary

The latest version of Bill HB 1981 includes clarifications around what constitutes “eligible costs” for first-time home buyers, specifically identifying down payments and allowable closing costs. Additionally, it now explicitly states that these eligible costs do not include expenses incurred before setting up a first-time home buyer savings account. These changes are significant because they help define the financial support available to individuals buying their first homes, potentially making it easier for them to understand their options and plan their budgets.
