Plain-language change summary

The amendments to Bill SB 564 add clear guidelines for when protective fencing must be installed on bridges over interstate and limited access highways. For bridges that are built with sidewalks, fencing is required. For those without sidewalks, the Department of Transportation must consider fencing in specific high-risk locations, such as near schools or in urban areas. This change is important because it enhances safety for pedestrians, particularly children and vulnerable populations, when crossing these highways.
