Plain-language change summary

The updated version of Bill SR 168 has removed the term "CERTAIN COUNTIES" and specifically mentions "Cambria County" when discussing the analysis of the impact of removing it from the emissions testing program. This change clarifies that the analysis is focused solely on Cambria County rather than a broader range of counties. This matters because it narrows the scope of the study, potentially allowing for more detailed and relevant findings regarding the specific impacts on Cambria County's air quality and pollution management.
