The recent amendment to Bill SB 1071 changed the term "increased culpability" to "increased capability." This shift in language is significant because it alters the focus from legal responsibility for actions to the potential for improved skills or services. This change could affect how individuals or organizations are viewed in terms of their ability to contribute positively, rather than being judged primarily on past actions.
