Plain-language change summary

The recent amendments to HB 266 involve changes to how municipalities establish boards of appeals for construction code enforcement. The updated version clarifies that these boards can either be created independently by a municipality or as joint boards under intergovernmental agreements. Additionally, it specifies that members of the municipality's governing body cannot serve on the board, ensuring a separation of authority. These changes are important because they aim to enhance transparency and fairness in how construction code appeals are handled, making sure decisions are not influenced by local government interests.
