(2) Except as provided in subsection (6), after notice is given as provided in this act and before the agency proposing the rule has formally adopted the rule, the agency shall prepare an agency report containing a synopsis of the comments contained in the public hearing record, a copy of the request for rule-making, RMH H01610'25_HB4160_INTR_1 57f0a4 1 and the regulatory impact statement required under subsection (3).
(2) Except as provided in subsection (6), after notice is given as provided in this act and before the agency proposing the rule has formally adopted the rule, the agency shall prepare an agency report containing a synopsis of the comments contained in the public hearing record, a copy of the request for rule-making, RMH H01610'25_HB4160_APH_1 8qi037 1 and the regulatory impact statement required under subsection (3).
