(b) "Net"Fair revenue"market value" means the proceedshighest fromestimated theprice salethat of the property lesswill reimbursementbring forif anyoffered costsfor tosale on the departmentopen ofmarket, technology,allowing management,a andreasonable budgettime associatedto withfind thea sale,purchaser including,who butwould notbuy limitedwith to,knowledge administrativeof costs,the includingproperty's employeepossible wages,uses. salaries, and benefits;
(c) "Net revenue" means the proceeds from the sale of the property less reimbursement for any costs to the department of technology, management, and budget associated with the sale, including, but not limited to, administrative costs, including employee wages, salaries, and benefits;
(c)(d) "Public use" means, subject to subdivision (d),(e), actual use of the property by members of the public or actual use by the unit of local government for any of the following:
(d)(e) Public use does not include use by a for-profit enterprise or any use that is closed to the public.
(e)(f) "Unit of local government" means a township, village, TDR H00069'25_HB4011_APH_1 kf7w2z 1 city, county, school district, intermediate school district, community college district, or special purpose public authority created by 1 or more units of local government to serve the public interest under another act.

PARCEL B The W 1/2 of the NE 1/4, Section 9, T18N, R4E, EXCEPT commencing at the SW corner of the SW 1/4 of the NE 1/4 of said TDR H00069'25_HB4011_APH_1 kf7w2z 1 Section 9, th E 366 ft;
A parcel of land in the NE 1/4 of Section 9, T18N, R4E, (now City of Standish) Arenac County, Michigan, and being more TDR H00069'25_HB4011_INTR_1 paztrh 1 specifically described as beginning at the N 1/4 corner of said Section 9;
(a) Any publicly disclosed competitive method of sale, TDR H00069'25_HB4011_APH_1 kf7w2z 1 selected to realize the fair market value to this state, as determined by the department of technology, management, and budget.
TDR H00069'25_HB4011_INTR_1 paztrh 1 (c) Transferring the property to the land bank fast track authority created under section 15 of the land bank fast track act, 2003 PA 258, MCL 124.765.
(ii) If a unit of local government makes an offer to purchase the property that is accepted by the department of technology, management, and budget, the unit of local government shall enter into a purchase agreement within 60 days after making the offer and TDR H00069'25_HB4011_APH_1 kf7w2z 1 complete the conveyance within 180 days after making the offer.
If a TDR H00069'25_HB4011_INTR_1 paztrh 1 fee, term, or condition is imposed on members of the public for use of the property, or if such a fee, term, or condition is waived, all members of the public must be subject to the same fees, terms, conditions, and waivers.
(1) A deed or affidavit of jurisdictional transfer TDR H00069'25_HB4011_APH_1 kf7w2z 1 authorized by this act must be approved as to legal form by the department of attorney general.
(2) Real property conveyed under this act includes all surplus, salvage, and personal property or equipment remaining on TDR H00069'25_HB4011_INTR_1 paztrh 1 the property on the date of the conveyance.
(6) IfUnless the property conveyed or transferred under this act is usedtransferred inunder asection manner3(1)(c), thatthe violatesinstrument anymaking of the restrictionsconveyance imposedor undertransfer sectionmust 3contain ora thisrestriction section,prohibiting thisthe stateproperty mayfrom reenterbeing andused takefor thea property,solar terminatingor thewind grantee'sgeneration project or anyTDR successor'sH00069'25_HB4011_APH_1 estatekf7w2z in1 energy storage facility, unless 1 of the property.following applies:
(a) The generation project or energy storage facility is not connected to the electric grid.
(b) The generation project is included in, or, for an energy storage facility, is connected to a project included in, a distributed generation program under section 173 of the clean and renewable energy and energy waste reduction act, 2008 PA 295, MCL 460.1173.
(7) If property conveyed under this act is used in a manner that violates any of the restrictions imposed under section 3 or this section, this state may reenter and take the property, terminating the grantee's or any successor's estate in the property.
(7)(8) If this state reenters and repossesses property under TDR H00069'25_HB4011_INTR_1 paztrh 1 subsection (6),(7), this state is not liable to reimburse any person for any improvements made on the property or to compensate any person for any part of an unfulfilled contract or license issued to provide goods or services on or for the property.
(2) The department of technology, management, and budget may require a grantee of property conveyed under this act or recipient under an affidavit of jurisdictional transfer to record the instrument of conveyance or transfer with the appropriate register of deeds and provide the department of technology, management, and TDR H00069'25_HB4011_APH_1 kf7w2z budget with a recorded copy of the recorded instrument.
