and W HEREAS , Cindy has witnessed tremendous growth and change in the Legislative Branch over the course of her career, from a time when the bill histories so essential to following the legislative process were compiled on small strips of paper, taped together at the end of the day and delivered to the State Printer, to the sophisticated technology we enjoy today;
